The PIE Act's purpose is to regulate the eviction process for unlawful occupiers, ensuring it is done fairly and through a court order. The ESTA Act has a different goal: to provide strong long-term tenure security for lawful occupiers.

A landlord cannot simply change the locks, disconnect your water or electricity, remove your belongings, or intimidate you into leaving. These actions are illegal, regardless of whether you are behind on rent or the lease has expired.
